This article describes an ongoing effort by the International City/ County Management Association (ICMA) to assess the knowledge of practicing local government managers. The development of the Applied Knowledge Assessment (AKA) is described, as are some of the controversial issues that surround this effort. Work began on this assessment tool in 1997, and it is now required to become an ICMA credentialed manager. This article also examines the demographics of the 1,603 participants who have taken this instrument to date. This insider's view of this process should help to stimulate a wider dialogue about the role of these types of assessment tools in the field of public administration.
