With the Maastricht Treaty, which became effective in November 1993, cf. Eutrecht (dy1997), the European Union (EU) for the first time took over a responsibility in providing infrastructure networks for transport, telecommunication and energy. A new title XII (now XV) has been introduced into the treaty, with Article 129b (now 154) assigning the obligation to the union level to contribute to the establishment of trans-European networks in the three areas. Emphasis is put on the interconnection and interoperability of national networks and on access to the networks. The networks shall also support the cohesion objective by linking islands, landlocked and peripheral regions with the central regions of the community.
