This paper summarizes and critically interprets the current status of knowledge about the effects of transportation system pricing on daily activity patterns and travel behavior. The paper is written in the context of heightened interest in pricing instruments as tools for financing transportation investments and for addressing externalities in the transportation system (particularly the highway system). In making judgments about the desirability of pricing and in developing specific pricing policies, it is important to have as much information as possible about impacts on the amount, location, and timing of travel in affected areas, both in total (for determining aggregate revenues and other systemwide impacts) and among specific facilities, jurisdictions, and population subgroups (for evaluating distributional consequences). An assessment of how well the current status of knowledge can address these information needs is made.
