It is noted that within the American federal system, citizens have developed formalized methods of influencing the actions of elected representatives as well as the administrators. These influence mechanisms are referred to as citizen participation. Thirty-one forms of citizen involvement identified by the Advisory Commission on Intergovernmental Relations (ACIR) are listed. Some of the purposes of the involvement are informational, while others actively support and constructively seek to improve governmental activities, and still others resist or attempt to overthrow current directions in government activities. The role of advisory committees are discussed, as well as their advantages and disadvantages. Three keys to effective and satisfying citizen participation are noted.
