This chapter examines the principle of equality in order to illuminate its limitations, and to explore whether it is possible to construct alternative conceptions of equality that overcome these difficulties. The first section explores the issue with which equality is concerned in this context: namely racism itself. It introduces four different policies to combat racism: exclusion, assimilation, partial assimilation, and pluralism. The second section analyses various conceptions of the principle of equality. The third section looks at the legal application of these different conceptions. The fourth section addresses some of the central challenges facing the attempt to combat racism with equality in a human rights context.
