The recent assessment studies of transport solutions to problems in four corridors in London concluded, inter alia, that 'even the most substantial expansion of rail transport would achieve only a very small change in mode of transport'. This short article reviews recent work for the London Planning Advisory Committee, using similar analytical techniques to those of the Asembled Studies, which suggests an explanation for this potentially important conclusion. It argues that it is only true in the limited sense in which infrastructure investment projects are compared with one another. Once co-ordinated policies, which include management and pricing measures, are included, the impact on traffic congestion is much more marked.
