This report is a review of research and practical experiences from road pricing in urban areas. Road pricing is a research field where many strong opinions are to be found. It is the aim of this report to be as neutral as possible - reporting both problems and possibilities. However, even the experts themselves express pronounced opinions. The report begins with descriptions of a few international experiences. Following that the effects on traffic, environment, business, settlement and localization are dealt with together with distributive effects and socioeconomic consequences. Acceptance by the general public is important and research tries to explain the factors that drive different opinions. One chapter is dedicated to technical and administrative solutions. Another chapter deals with institutional prerequisites in different countries, e.g. the effect of legal and political system. Finally, this review abstracts the animated discussion about how the revenue from road pricing should be used.
