Abstract

The intention of this guide is to make the planning system work more effectively for both planners and housing providers. Planners and housing providers have very different constraints on their activities. A development has to be financially viable and planners have to take account of public opinion, government policy and other factors. Examples of good local practice where unnecessary conflict has been removed are provided.
