Research institutes are usually compared to universities in the literature. Nevertheless, in general they have a closer commitment to the generation of knowledge and technology to answer social demands. Although the demand for this commitment has grown worldwide, researchers of many of those institutes still resist accepting the introduction of other criteria than scientific merit to direct their activities. This paper presents several mechanisms used to incorporate social demands to the policies and strategies of research institutes. In order to define the specificity of the research institutes with regard to universities and firms, the paper analyzes the use of those mechanisms in organizations where scientific merit and social demands have different weights in directing their activities. Based on this frame of reference, the paper analyzes some of the main Brazilian public research organizations.
