Theory and action can be reconciled by an interaction research methodology. This methodology combines action learning and reflective research. It requires a redefined concept of theory. Public administration science is familiar with theories and concepts that are abstract, universal or at least probabilistic, while action is always related to concrete and individual situations. An attempt to combine theory and action in a Dutch city demonstrates that interaction research produces a specific kind of theory. Contextualized action theory in this article concerns adequate measures that can be taken to maintain and improve the effectiveness of neighbourhood management in the Dutch city of Zwolle. If interaction research is conducted regularly, these experiences may lead to a tried and tested methodology for organizing reflection in a public administration context while at the same time developing public administration theory. Interaction research may thus create a robust body of knowledge on fruitful interaction between theory and action, both from an academic and an action perspective.
