In this article, the authors advise planners in California to consider the importance of coordinating the building of schools with overall local and regional development as well as transportation planning. The authors note that California is one of three states that does not require schools to fund student transportation. At the same time, 90 percent of the state’s school districts report expenditures for transportation. Given the forecast for population increases, the decision by state policy makers to expend some $35 billion in funds to modernize existing schools and build new ones, and the continuing trend for population growth and high school enrollments in the lowest-density areas where public transit options are few and families live too far from schools for walking or biking, the authors suggest it is essential for communities to plan better.
