One way to estimate the wider impacts of transport policies is to use a computer model which incorporates the both-way interactions between land use and transport. The Leeds Integrated Land-Use Transport (LILT) model, which represents the relationships between transport costs and the spatial distribution of population, housing, jobs, employment and shopping is one such model and is described in this report. Transport supply is represented by the generalized cost of travel by private and public transport, and walking. Housing and jobs are located by the model; the population and workers occupying these and making trips between them are calculated in such a way that only those who are choosing new homes or jobs are relocated over time. A distinction is made between physical infrastructure and activities so that mismatches between demand and supply, such as vacant houses, are included.
