This chapter considers the social construction of the conditions conducive to the creation and genesis of spatially defined innovative industries. Innovation is a mechanism that can create prosperity and greater societal well-being rather than being an end to itself. This point is further illuminated as economic development is defined and differentiated from the more easily measured concept of economic growth. Problems with mandates to evaluate public investments to support innovation and entrepreneurship in small geographic areas will also be enumerated. The best economic development policies may require long-term, expansive perspective and continuous increases in regional capacity that will ultimately harness the natural tendency of innovative activity to cluster spatially.
