This chapter examines the Workforce Investment Act's (WIA's) requirement for establishment of one-stop employment service centres in which service providers are assembled together, in order to more effectively manage the provision of employment services. The staff of these centres are faced with the challenge of effectively determining which service provider is most suitable for individual customers. The Frontline Decision Support System (FDSS) is being developed in response to this challenge, and will consist of administrative tools to assist staff with success in their new roles. The W. E. Upjohn Institute for Employment Research is developing the FDSS such that it will be easily integrated into existing computer systems. This chapter describes the FDSS and its development. The job search module and its tools are described. A description of the service referral algorithm, which is designed to inform the staff's referral decision, is included. The statistical techniques used by the FDSS are intended to support and inform staff and customers of the one-stop employment service centres. This chapter is followed by comments from Helen Parker (p. 381-384).
