This paper was done as a by-product of a project on trade in services. The analysis is based on the disbursements data base for World Bank projects. Included among the findings of the analysis: Local procurement in developing countries as a share of the total increased for all commodity categories during the 1970's, achieving in FY80 a share of 88 percent for civil works, 22 percent for construction supplies, 21 percent for equipment, and 15 percent for consultant services. In 1970 the share of local procurement in the NICs was in all commodity categories higher than that of other developing countries, and between 1971 and 1980 the local shares of the NICs have grown faster than those of other developing countries. Looking only at the foreign share in project supplies, developing countries' supplies to each other accounted overall for about 7 percent in 1971 and 13 percent in 1980. The share achieved by developing countries in 1980 in trade among themselves for the various categories was 24 percent for civil works, 20 percent for other goods and services, 16 percent for construction supplies, 9 percent for consultant services, and 8 percent for equipment. In 1980 the US was the major supplier of goods and services to Bank projects accounting for 16 percent of all supplies.
