Public enterprise is more extensive in Africa than the rest of the world. It is also pro bably extremely inefficient. Privatization is relatively new but can be expected to become more widespread, especially because of the encouragement of the IMF and the World Bank. Although privatization is undertaken to both improve efficiency and relieve the budget stress created by unprofitable public enterprises, the latter objective is probably of more practical importance. Political and tribal opposition frequently impede privatiza tion efforts which are sometimes poorly planned. Emphasis in privatization should be placed upon agriculture and small business. It should also be accompanied by liberaliza tion and anti-monopoly efforts. A new investment surge to provide both capital and technical guidance is needed.
