This report explored the decision-making process that influenced the life pathways and developmental progress of a sample of very young children who were identified as suffering, or likely to suffer, significant harm before their first birthdays and were then followed until they were three. Findings suggest that parents who were able to change their behaviour and take care of their children usually did so before the child was six months old. However, many children in the study were still with abusive parents three years later and were showing serious developmental problems.
