Encouraging and supporting people with disabilities to use general public transportation remains paramount to community inclusion and allows public transportation providers to better sustain their services. Using a focus group approach for two meetings of an expert panel, the authors developed estimated costs and benefits for use by public transportation agencies that provide or sub-contract travel training services. The expert panel members identified and recommended items for a cost benefit model that included 1) a budget with line item expenses 2) a formula to ascertain distinct travel training costs and 3) benefits of travel training services to trainees, community and funders. Based on these findings, the authors developed cost-benefit analysis templates for use by transit managers and planners, travel training service providers and advocates from three perspectives: trainees, public transportation agencies, and communities. They also provide suggestions on how to quantify additional costs and benefits.
