The role of international aid in adaptation finance is confusing. On the one hand, the principles governing adaptation finance under the global climate-change regime require that adaptation funding should be additional to existing international aid commitments, because climate change places an additional burden on existing development needs. On the other hand, the synergies between adaptation and development mean that tackling the two together using international aid makes sense. This chapter attempts to address this confusion by dissecting the question of “additionality” in principle and practice. We show that although within the global climate change arena there are important reasons for separating out international aid from adaptation funding, in operational terms international aid institutions have an important role to play in the delivery of adaptation support.
