This paper explores the role played by the National Federation of Settlements (NFS) in the 1920s and 1930s in response to the unemployment crisis experienced by the U.S. worker. It specifically reviews and analyzes the 1928 Unemployment Study and Helen Hall's work on behalf of the NFS. The model of community outreach practiced by the settlement houses and how they mobilized to help the unemployed is underscored.
