The evolution of lifestyle and land-use patterns are described, taking Newcastle upon Tyne as an example. The inevitability of increasing mobility requirements and car ownership is pointed to. Policies toward an improved environment therefore need to focus on car use. Pricing policies have a role to play in improving the efficiency of infrastructure use, but most effective will be selective reductions in road capacity. At present road traffic is restrained by network capacity, inefficiency in network use and a deficit in driver information. Many Advanced Transport Telematics (ATT) systems and services, by improving either efficiency or driver information, will tend to induce traffic, and therefore unsuitable for solving global traffic problems.
