Kamu yönetimi disiplininde bunalım ve çıkış yolu arayışları

Abstract

Kamu y?netimi disiplini ?al??malar?nda; disiplinde bunal?m oldu?u, nesnesini kaybetti?i, kara g?nlerini ya?ad???, di?er disiplinler i?inde kaybolmakta oldu?u vb. tespitlere rastlanmaktad?r. Disiplinin ya?ad??? bunal?mdan kurtulmas? i?in demokratik de?erleri yeniden ke?fetmesi gerekti?i belirtilerek; m?zakereci kamu y?netimi, demokratik y?neti?im, k???k toplum (mini public) ve i?birlik?i kamu y?netimi yakla??mlar? ortaya at?lm??t?r. Birbirinin se?ene?i olarak yaz?nda yer alan bu yakla??mlar?n ger?ekte birbirini tamamlayan yakla??mlar oldu?u tespit edilmi? ve s?z konusu d?rt yakla??m? i?eren ??birlik?i Demokratik Kamu Y?neti?imi ad?yla yeni bir kamu y?netimi modeli olu?turulmu?tur. Disiplinin sorunlar? daha ?ok uygulama d?zlemindeki geli?melerin sonucunda ortaya ??kt???ndan, ??z?me y?nelik model de uygulamaya d?n?k olarak kurgulanm??t?r. Bu modelin, kamu y?netimi disiplininin bunal?m? ?er?evesinde, s?z konusu edilen sorunlara ??z?m getirme potansiyelinin bulundu?u d???n?lmektedir. The studies of public administration discipline are encountered some findings as; the discipline is in crisis, living in dark times, lost its object, disappearing in other disciplines and so on. It is accepted that discipline should re-discover the democratic ethos to recover from the crisis it faced. For this purpose; deliberative public management, democratic governance, mini public and collaborative public management approaches have been developed. These approaches presented as interchangeably alternatives in the literature, but they are complementary approaches in reality. Their complementary features have been identified and a model established in the name of Collaborative Democratic Public Governance from the four new public management approaches. Disciplineproblems, that arose as a result of developments in the application level mostly, require apractical solution-oriented model. This model is constructed as implementation oriented within the framework of the crisis of public management and thought it has the potential to bring the solution to the crisis-based problems.
