Social Workers as Technical Assistance Providers in an Urban Community Change Initiative Building on the history of the settlement movement, social workers have been continually engaged in grassroots community change efforts aimed at promoting social and economic justice (Davis, 1967; Trolander, 1987). Recent demand for fiscal accountability and positive program outcomes has created a concurrent role for social workers as technical assistance providers to community planners (Motes and Hess, 2007). In 2005, a national foundation headquartered in a major metropolitan community committed support for a ten-year community change initiative aimed at facilitating positive developmental outcomes for children. A School of Social Work with a history of service to the community was contracted to provide technical assistance. This paper describes the application of process theory in developing a framework that integrates service delivery planning with a goal of changing community-level outcomes for children. Individuals attending this session will learn methods for using technical assistance to link the historical mission of social work to contemporary practice.
