This book presents a comprehensive technique developed for planning of facilities and resource use in space and time, and its application to urban and regional planning and to planning of public service systems and facilities at the regional and local levels. The technique or model is termed topaz (technique for optimal placement of activities in zones), and may be applied also to planning the use of scarce resources such as transport energy and urban land. It is now ten years since the initial development of the topaz model. This book marks that tenth anniversary and describes the experience gained in its applications and further development over that decade. Applications to studies in Melbourne, Victoria are included.
