This short paper was written in December 1915 during Russell’s brief but revitalizing visit with Robert Trevelyan: My two days at Shiffolds have done me worlds of good. In spite of having had to write an article for (Gerald) Shove’s War and Peace , I feel quite a new man, finding some things interesting, which I haven’t done for ages. It is such a relief. (To Lady Ottoline Morrell, #1342, pmk. 15 Dec.) The paper raises a number of the issues Russell planned to address in his forthcoming lecture series. It was meant to arouse interest in his talks and therefore required the use of the same title. By posing a number of complex economic and political questions, Russell challenged his readers to reflect about the ways in which the post-war world could be best transformed. In a very short compass, he outlined directions for the future which were more fully addressed in Roads to Freedom (1918) and Freedom and Organization (1934).
