This article analytically reviews the literature to provide a conceptual framework for the development of a comprehensive methodology for the evaluation of human performance effectiveness in critical–skills occupations. The findings are based upon a multiple database search including social sciences, engineering, and government sources to identify prominent citations in the field. These citations were then subjected to rigorous analysis in order to extract the appropriate internal and external criteria and issues to serve as a foundation for such a process. These criteria are then discussed within the framework of the necessary requirements for a comprehensive process for human performance evaluation.
