Competence versus democratization ? The creation and re-creation of the Fonds Régionaux d'Art Contemporain. Pierre-Alain Four. [95-114]. The FRAC (Regional Funds for Contemporary Art) have been conceived to adapt the intervention of the State in the «avant-garde» and to stimulate the democratization of the Arts. This cultural policy gives a good exemple to analyse the result of its goals, which are to follow the visual arts production and to help its diffusion. The profiles of their creators explain why these two objectives have been assigned to one single structure. Analyzing how they were implemented reveals that one of these objective is given priority. At last, the study of their activity and of its transformations gives proof of the supremacy of a world of arts in which the State is not a determinant actor. The phenomenom of penetration of values external to the administration allows us to conclude that ' the traditional separation between the public and the private fields is gradually weakening.
