Abstract

WILLIAM D. ADLER is a doctoral candidate in political science at the Graduate Center, City University of New York, and visiting lecturer at Hunter College. His dissertation examines the U.S. Army's impact on economic development in the antebellum period. ANDREW J. POLSKY is professor of political science at Hunter College and the Graduate Center, City University of New York, and editor of Polity. His recent scholarship focuses on political parties in American political development and wartime presidential leadership.
