Portland, Oregon in the 1980s has received high marks for its achievements in urban design. The incorporation of design into the urban planning process has followed three stages roughly coinciding with the 1960s, 1970s and 1980s. During the 1960s, design issues were raised piecemeal in response to specific projects and problems. During the 1970s, design goals were incorporated into general planning policies. In the 1980s, design considerations have become an accepted part of the regulatory planning system. These stages reflect the interaction of local political trends with changing national values and planning practices. The routinization of urban design follows the Weberian model of rationalization characteristic of modern institutions and demonstrates the positive role of planning bureaucracies in the shaping of contemporary cities.
