A Study on Problems of the Public Records Appraisal System Based on the Value of 'Business Transaction' and Application of a Multi-appraisal Model

Abstract

이 연구는 현재 우리나라 정부기관에서 시행되고 있는 단위과제 기반 기록물 평가의 문제점을 조사․분석하고 개선방안을 제시하기 위한 것이다. 이를 위해 중앙행정기관의 기록관리전문가 6명을 대상으로 집단 면담 및 개별 면담을 실시하고, 해당 기관 홈페이지에 고시된 기록관리기준표 조사를 병행함으로써 단위과제 기반의 평가방식이 기록의 보존기간 책정에 어떻게 적용되고 어떤 문제가 있으며, 문제 유형별 원인은 무엇인지를 분석하였다. 또한 문제 유형별 개선방안과 함께 단위과제 기반 평가의 제약을 극복하기 위한 새로운 다중 평가모형을 제안하였다.
