Penal Policy Transfer: A Case Study from Ukraine

Abstract

Abstract: This article gives an account of a project to develop the community supervision of offenders in Ukraine undertaken by the author and colleagues between 2000 and 2003. Having set out the context and described the project, the article goes on to consider how this activity might be understood, using a framework to analyse the project as an example of policy transfer. The article attempts to identify some of the influences that shape penal policy and practice and that must, therefore, be taken into account by any transfer endeavour. Questions are raised about how such initiatives might be evaluated.
