Changes in regional development do not take place automatically. They occur as a result of a process of trial and error stemming from a collective learning approach undertaken by actors from both public and private sectors. Regional development planning has frequently failed to live up to expectations, the more so in today's climate of political and economic change. Should we take this as a signal to improvise and grab any opportunity going? Is it even possible—and if so how—to manage a process of change at a regional level? The article presents an approach which is both theoretical and empirical and which has been derived largely from change management in business and industry. The basic premises of this approach are that change can only take place where it will have a significant effect on the actors involved and that these actors will feel themselves both motivated and able to bring about the change and will be further stimulated by their own success. In the conception and management of an approach oriented towards change, three procedures must be taken into consideration. These procedures, which are continuously interdependent, may be summarised as follows: • develop the areas of creativity and individual awareness of a project's aims and direction. This implies anticipating and identifying the regional problems and challenges to be dealt with. But it also implies involvement in the quality of each actor's support for regional development projects: • mobilize all available resources and skills through a process of collective learning where the public-private sector partnership plays a highly important role in organising intangible resources such as the know-how of the regional actors, networking and the acquisition of relevant information; • move forward in the action undertaken. That is to say, supply proof that change is a factor of success, the proof being in the form of concrete results which are both clearly identifiable and capable of motivating the regional actors towards further action.
