Views about restrictions on the use of psychological tests appear, even within the profession, to range from total restriction through indifference to complete derestriction. Is our main concern to protect the profession or to ensure good testing practice? The response to this question will determine how we decide which tests will be restricted. Possible options include restricting tests on the basis of professional membership, using author or publisher requirements for use of specific tests, or determining test use on the basis of skills and competencies needed. The implications of these three approaches are discussed, and it is concluded that skills and competencies in test use provide the only justifiable basis for restricting tests. This issue is explored further in relation to skills acquired during undergraduate training in psychology, the relationship between testing and the discipline of psychology, and the training of other professions in assessment.
