Abstract

The occasion of UNICEF's twenty-fifth anniversary provides the oppor- tunity for considering its developmental struggles and achievements. The paper compares the administrative structure and policies of UNICEF and the United States Department of Health, Education, and Welfare and sets forth a rationale for planning for the future.
