Abstract: Global communications facilitated by the emerging sophisticated globally based technologies are changing the way we interact both at the individual level as well as the organizational and institutional level. These emerging electronic messaging and networking technologies are rapidly removing the traditional barriers of time and distance that until now hindered the transfer of information, skill and expertise from one place to another. In this paper, we focus on identifying and analyzing in broad terms the potential developmental implications, namely: the opportunities, challenges and threats of these emerging technologies, within the African context. We examine the opportunities that African establishments in both the private and the public sector can derive from these emerging globally based electronic messaging technologies. Moreover, we identify the inherent threats and challenges that African countries need to overcome in order to fully take advantage of these technological opportunities, using electronic distance education (EDE) as a case study.
