Various approaches to planning are implemented over time and among different governments. Some prove to be more successful than others. This analysis evaluates five approaches in state planning for their relative success, by interrelating nine variables in a systems model. Included in this model are data on organizational structure, federal programs, interpersonal factors, innovation, executive power, professionalism, and economic status. A basic finding is that policy-coordinative planning, which assists the chief executive in managing government services, is more successful than local assistance or physical development planning. Additional conclusions are relevant to planning at all levels of government.
