Abstract The notion of institutional balance is firmly embedded in the constitutional language of the European Union. Its content and language, however, are far from clear. This chapter begins by fleshing out the contours of the notion of institutional balance as it emerges from the current constitutional acquis and providing it with some theoretical underpinnings. It then uses this theoretical framework to address two unresolved questions on the relationship between the institutional players within the EU. Section II is devoted to the role of the Commission and its relationship to the European Parliament and Council. In particular, it considers how the accountability of the Commission can best be ensured. Section III discusses the budgetary procedure and, in particular, the role of the European Parliament therein.
