A Framework for Analysis of PPB Success and Causality

Abstract

1 This article is based in part upon the author's investigations of PPB experience in both Dade County, Florida, and the State of Florida as a whole; in Philadelphia, Pennsylvania; and in New York State. Additional material is drawn from a report on five PPB programs (Schick, 1971) and from a number of documents on federal PPB activities (United States Senate, Committee on Government Operations, 1970). This analysis suggests a framework for analysis of PPB success which can be used for subsequent crosscase comparisons. The framework consists of two major elements: (1) a typology of success variants which is useful in determining degrees of success and (2) a set of causal variables, both technical and behavioral, which can be employed in determining what contributes to varying degrees of PPB success.
