Abstract The Model City Charter's vision of a form of government with complementary and cooperative relationships between officials who reflect democratic accountability (council members) and administrative professionalism (the manager) is the contribution of the Progressive reform era to the American political tradition. We still benefit from a governmental arrangement that places experts in a position to serve the public better than any alternative form of government. With periodic modification, the council‐manager plan will continue to be the basis and model for responsive and effective local government.
