Summary Terje Tvedt, ‘NGOs' Role at “the End of History”: Norwegian Policy and the New Paradigm’, Forum for Development Studies, No. 1–2, 1994, pp. 139–166. The article discusses the ‘New Development Paradigm’ and its dichotomised conceptualisation of the relation between state and society. By discussing definitions of ‘civil society’ and different theories of state-society relations, it focuses on the role of development NGOs within this new paradigm. It compares this strategy and inherent NGO policy with Norwegian official policy for the NGO channel, arguing that although some observers are talking about NGOs as spearheading a global ‘associational revolution’ compared in importance with the emergence of nation states, donor policies tend to disregard both the impact of and the complexities involved in formulating an NGO policy.
