s The open systems movement has two distinct but rapidly converging paradigms. The first, the lineal descendant of the "plug-compatible" movement of the 1970's, is evolutionary, and is led by the mainstream vendors and many IT prectltioners. This is the "computer open systems" movement. The other paradigm consists of users who see computing, not computers, as the basis for their definition of open systems. This movement is revolutionary, with repercussions for the way that information and knowledge are created and used.It also has significant implications for the way that standards are formed and appl{ed-the most important implication being that the current standardization process does not meet the needs of either users or providers.I suggest a five-step model consisting of requirements, specifications, standards, testing organizations, and user buyers as a way to make standardization more efficient.
