Urban planning and the evolution of its changing and often contrary models in the FRG must be seen in the context of different phases of development which have taken place since 1945. This article distinguishes four phases. The period of reconstruction (1945–1959) in which a wide range of approaches for rebuilding the cities was evident as was a consensus against the old, historical city. From the late 1950s to the mid 1970s the economic miracle was accompanied by a forced process of modernisation and tertiarisation which was later described as the second destruction of Germany. In the mid 1970s planning ideas changed again as a result of economic instability and the crisis of the traditional welfare state, instead of urban expansion planners concentrated on different forms of urban renewal. Since the unification of Germany the problems have not diminished but there are also some positive indications in the current debate on sustainable development and the so-called compact, mixed-use city along with the search for different forms of participation and a new planning culture.
