The greenbelt recently introduced in Ontario to protect valuable farmland and green space from development as well as constrain urban sprawl around the Toronto area may be a second best instrument for achieving its formal policy objectives. However, the choice and design of the greenbelt makes sense when analysed in terms of the province's established governing style, and when recognised as a strategic response to the politics of sprawl. The implementation of the greenbelt in the face of opposition from constituent members of suburban growth coalitions in the region, and in particular from the farm lobby, is a tribute to the concentration of executive authority characteristic of the Westminster model in its Canadian setting.
