Organisations- und Professionswandel im sozialen Dienstleistungssektor. Folgen der staatlichen Effizienzpolitik für die sozialarbeitsbasierten Dienste

Abstract

Die Ergebnisse einer explorativen empirischen Studie über die Wirkungen des organisierten Wettbewerbs durch contracting out in der Bundesrepublik zeigen, dass sich Arbeitsorganisation und Arbeitserledigung im sozialen Dienstleistungssektor nachhaltig verändern und in der Sozialarbeit zur Auflösung professioneller Standards beigetragen haben. In der Sozialen Arbeit und in den sozialen Diensten lassen sich seitdem Flexibilisierungsprozesse unterschiedlichen Ausmaßes und unterschiedlicher Reichweite erkennen, die beschäftigungspolitische wie lohnpolitische Konsequenzen für die sozialen Professionen mit sich bringen. Zum einen führt diese Entwicklung zur arbeitsorganisatorischen Auflösung des Paradigmas des “ganzheitlichen Handelns“ in der Sozialarbeit / Sozialpädagogik und der Trennung einfacher und höherwertiger Tätigkeiten; zum anderen lässt sich feststellen, dass trotz Arbeitsverdichtung und steigenden Qualifikationsanforderungen die Einkommen der Professionsmitglieder sinken. The Development of Organisations and Professions in the Social Services Sector. The Effects of the Government's Policy to Increase Efficiency on Social Work Findings from an empirical study on the outcome of the contracting-out policy in the social services sector in Germany provide evidence for long-lasting changes, firstly, in work organisation and, secondly, in the provision of social care. These changes in the profile of social work have contributed to the dilution of professional standards. Since the introduction of the new policy in social services, a transition to flexible working conditions of varying dimensions and reach can be observed. The consequences of this include employment conditions and pay in the social professions. This trend has led to the disappearance of the “holistic action“ paradigm in social work and the separation of simple and higher qualified jobs. Moreover, it is evident that, despite the massive complexity of work and increasing qualification requirements, incomes are decreasing.
