Planning law to date has concerned itself almost exclusively with land use and government law. Knowledge of these limited areas of the law is not adequate to enable planners to engage in comprehensive planning of cities, which the profession has come to recognize as complex social systems. Planners must be prepared to understand law as a subsystem of the total system. This new approach must prepare the planner to see the extent to which law is a contributing cause and a possible solution to urban problems. Planning law should be the study of law as it does affect and can affect the quality of life in the city.
