Kendala-Kendala Pelaksanaan Evaluasi Diri Sekolah (EDS)

Abstract

This research concerned the implementation of School Self-Evaluation (SSE) with two objectives, namely: (1) to identify problems encountered during SSE implementation; and (2) to identify alternative solutions to overcome the problems. The method used was metaanalysis using both primary and secondary data. The primary data was obtained through the open-questionnaire given to teachers and principals from Primary Schools/Madrasah Ibtidaiyah, Junior Secondary Schools/Madrasah Tsanawiyah, Senior Secondary Schools/Madrasah Aliyah and Vocational Secondary Schools located in Bogor, Sukabumi, Bekasi, and Depok. The sources of secondary data were the guidelines of SSE implementation from few countries, media, official regulations, as well as related study reports. The study results showed that problems in SSE implementation comprised concepts, instrument, infrastructure, human resources, and administrative. Problems have been resulted from lack of socialization process, lack of school commitment, and lack of collaboration among stakeholders. To overcome those problems is to make special regulation at district/municipality level which could be used as official regulation for the process of planning, budgeting, and supervising. In the future, it is necessary to establish such a mechanism to ensure that SSE is conducted objectively, transparent, and honest, as well as the mechanism of cross-supervision to ensure the results of SSE being neutral and objective.
