Among the recommendations of the 1991 Aboriginal Justice Inquiry in Manitoba were two that called for the expansion of authority for First Nations Child and Family Service (CFS) agencies to enable them to provide child welfare services offreserve and the establishment of a province-wide mandated Metis Child Welfare agency. No action was taken on these recommendations until the election of the NDP government in 1999; shortly after this, a process was initiated to act on these recommendations.
