The Distinction between regulative planning based on power and generative planning based on information is examined through a case study of squatter clearance in Hong Kong. Rather than treating the two styles of planning as distinct and separate, the case material suggests the need to examine political processes that can produce generative influences on regulative planning interventions. The clearance of squatters without the provision of rehousing was transformed into the large‐scale squatter resettlement program through resistance, and subsequent clearance policies have also been modified through protest and individual adaptation.
