This paper reviews the literature on mapping needs, with particular reference to children in need, and locates this within the legal mandate for children’s services planning and New Labour’s modernization policies for social care work. The paper surveys possible approaches to mapping needs and highlights the challenges involved. One research project, which collected information on children in need from a variety of different agencies within one geographical location, is then used to question mapping’s contribution to the achievement of quality, co-ordination and responsiveness in modernized child care services. The paper includes a critical review of the extent to which mapping research informs practice, of the contested nature of need, and of an approach that rests on identifying those in greatest need and targeting available resources at those most at risk.
