Abstract

Learning efficiency is closely correlated with innovation and economic development. As the parameters within which economic wealth is created change, new industrial structures have been emerging spontaneously. These structures are characterized by being composed of dynamic networks of small firms, sometimes interlinked with large firms, and by being locally specific. They occur in localities where there is a distinctive local culture or shared value system, and where this culture has been converted into a technical culture by a technologically oriented education system, founded on a vocational training undertaken by a high percentage of the population. This technical culture endows the locality with efficient economies of information and scope, autonomy of information and entrepreneurial vitality.
